The Stormwater Program advertises and operates a bilingual (English & Spanish) stormwater hotline (1-800-974-9794) for City staff and Los Angeles’ residents to report abandoned waste, accidental spills, clogged catch basins, illegal dumping, and illicit connections or discharges into the streets or storm drain system. All outreach materials produced and distributed by the Stormwater Program include this number.

Illicit discharges can come from the stockpiling or abandonment of, paint and chemicals; auto repair facility fluid discharge; barrels or drums abandoned in alleys; spills from abandoned waste; restaurants or other industry/ commercial businesses hosing off or pouring waste into the street.

Callers can also request public education materials, including brochures, stickers and magnets, as well as information on how to arrange a speaker for presentations to your neighborhood block club or community organization.

The Stormwater Hotline receives approximately 15,000 calls annually and is accessible 24 hours a day. During normal business hours (7:00 AM–4:30 PM), the hotline is staffed by a Stormwater inspection representative. During evening hours, the calls are routed to a City of Los Angeles hotline operator.
