In 1993, the City of Los Angeles’ Stormwater Program began the first phase of its education efforts with the design and implementation of the Catch Basin Stenciling Program.

Using a graphic with the words, NO DUMPING-THIS DRAINS TO OCEAN, the City’s Los Angeles Conservation Corps (below) stenciled approximately 30,000 catch basins throughout the City.

Due to the stencil’s propensity to fade over time and with the amount of catch basins throughout the City (65,000), other methods are being explored to mark these receptacles as the entrance of the storm drain system.
