PLANNING & ENGINEERING

Is responsible for a variety of support activities and act as technical advisors to City Departments, outside agencies and the public on the use of Best Management Practices (BMPs). These activities include the identification, analysis and testing of potential BMPs for City use. Critical factors such as cost, pollutant removal, suitability of location, ease of implementation and maintenance are considered to evaluate the effectiveness of the BMPs before implementation.

Independently, and also as a member of the regional Storm Water Quality Task Force, this section researches available stormwater pollution control practices used throughout the nation. It also works in conjunction with the Financial Management group in preparing grant applications to request outside funding for BMP pilot project studies and serves as the liaison between the Bureau of Engineering and the Bureau of Sanitation in coordinating the design and construction of the Pollution Abatement Capital Improvement Projects.

TMDL DEVELOPMENT

TMDL Development Section is responsible for reviewing and commenting on new and existing TMDLs regarding their overall impact on the City of Los Angeles. Coordination with inter-city departments and outside agencies and stakeholders, such as the County of Los Angeles and environmental groups, and other partner Cities is pertinent in the development of TMDLs. This section is also responsible for working with regulatory agencies in developing TMDLs for the improvement of water quality of the impaired waterbodies in Los Angeles Basin. Currently, staff are working on projects such as Coordination with other City departments to ensure they are/will be able to meet the TMDL requirements that directly impact their operations; and participating with the Regional Board in the development of future TMDLs.

1.	Serves as lead agency of Jurisdictional Groups 2 and 3 for the compliance efforts of the Santa Monica Bay Beaches Wet Weather Bacteria TMDL, and participates in Jurisdictional Groups 1, 4, and 7;
2.	Monitors progress of the City's implementation efforts to achieve compliance with the Santa Monica Bay Beaches Dry Weather Bacteria TMDL;
3.	Works with the County to develop compliance strategies for the Marina del Rey Harbor Mother's Beach and Back Basins Bacteria TMDL;
4.	Coordinates with other agencies in development of the compliance monitoring requirements of the Los Angeles River Nutrient TMDL;
5.	Implements structural BMP installations for compliance with the Los Angeles River and Ballona Creek Trash TMDL;
6.	Coordinates with other City departments to ensure they are/will be able to meet the TMDL requirements that directly impact their operations; and
7.	Participates with the Regional Board in the development of future TMDLs.

SUSMP IMPLEMENTATION

This section focuses on storm water mitigation measures for new development and redevelopment projects that are designed to reduce the pollutants in storm water and urban runoff. The types of development projects subject to these new SUSMP requirements include the following:

1.	Single Family hillside residences
2.	Housing developments of ten units or more
3.	Industrial/commercial developments with one acre or more of impervious area
4.	Automotive service facilities
5.	Retail gasoline outlets
6.	Restaurants
7.	Environmentally Sensitive Areas (ESA)
8.	Parking Lots (over 5,000 square feet or, 25 or more spaces)

Projects that do not fall into one of the above categories but may potentially have adverse impacts on stormwater quality must incorporate a Site Specific Plan to mitigate storm water pollution.

PROGRAM COMPLIANCE

Is responsible for ensuring that the City complies with existing stormwater regulations and that all NPDES mandated activities and reporting deadlines are successfully met. Often times, this includes serving as the official City representative on a Countywide and at the Statewide level.

Acting in this capacity, this section plays a key role in stormwater permit negotiations and the development of Countywide model programs. The Stormwater Compliance Section also acts as the lead coordinator with other City departments. These departments include: Building & Safety, Fire, General Services, Information Technology Agency, Planning, Police, Transportation, Recreation & Parks, Street Services, Environmental Affairs, Animal Services, Harbor, Airports, and Water & Power.
